Brixham Town Council is undertaking a Regulation 14 Pre-Submission Consultation on the draft Brixham Neighbourhood Plan and would welcome comments.
The consultation will run for six weeks from Monday 22 June 2026 to Sunday 02 August 2026.
The Neighbourhood Plan will help shape future development within the Parish of Brixham up to 2035. Comments can be submitted:
To ensure that all representations are accurately recorded and considered consistently, comments must be submitted in writing.
All comments received during the consultation period will be considered before the Plan is finalised. A summary of representations and the Council’s response will be published as part of the Consultation Statement accompanying the submitted Neighbourhood Plan.

There is a vote taking place on the neighbourhood plan at the same time as the local elections. The neighbourhood plan has nothing to do with Torbay Council or politics. Rather, it has been written by our local community for our local community.
The neighbourhood plan is important because it will determine what development does or does not take place in our area over the next 10 years and beyond.
Reasons to Vote YES:
– Protect Local Green Space.
The Brixham Peninsula Neighbourhood Plan provides long term protection for 16 important local green spaces in Brixham (see list below). Spaces protected include the Berry Head nature reserve, Furzeham Green, Jubilee Gardens, Astley Park, St Mary’s Park and many other local green spaces valued by our community. The Torbay Development Agency has confirmed these spaces are under threat from development if the Neighbourhood Plan does not go through. If you want to protect our area’s most important local green space vote YES.
– Affordable Houses for Local People.
The Brixham Peninsula Neighbourhood Plan requires all new affordable houses to first be offered to people in need with a local connection before being offered to those in need from outside the area. Brixham was rare in successfully being able to argue for this policy and the reason why this policy has been allowed is because many local industries have skilled jobs which are not necessarily well paid, such as some jobs in Fishing, Agriculture and Tourism. If you want to help our young families get their own home and stay in the area and protect our local industries by ensuring skilled workers on lower incomes can find homes vote YES.
– Regenerate existing urban sites. Protect open countryside.
The Neighbourhood Plan introduces a ‘settlement boundary’ policy and a ‘settlement gap’ policy. These protect open countryside and and focus development on the regeneration of existing sites in the urban area, such as the derelict North Cliff Hotel site or the former Jewson’s builders merchants. If you want to regenerate our towns while protecting open countryside vote YES.
– Promote local businesses and increase jobs.
The Neighbourhood Plan identifies areas for businesses to grow and create jobs, particularly around Brixham Harbour. There are also specific policies to assist Tourism, Fishing and Agriculture and ensure land currently used for employment is protected for employment. If you want to ensure there are dedicated areas to help local business create local jobs vote YES.
– Improve Brixham Town Centre.
The Neighbourhood Plan includes a Brixham Town Centre Masterplan which covers the both the town centre area and Oxen Cove / Freshwater. This reflects the key points from extensive consultation:
– retain / improve car parking, perhaps consider multi level car parking.
– provide a mixed development (i.e., not just shops) to draw people people into the town as a place to visit.
– ensure development retains the character of the town through buildings of appropriate scale and appearance.
– promote job creation in Oxen Cove and Freshwater areas but protect tourist and resident amenity.
If you want to ensure that the things local people say they want in our town centre are reflected in any future development vote YES.

On 2nd May voters in Brixham have the chance to vote on whether they want Torbay Council to consider the Brixham Penisula Neighbourhood Plan along with the Local Plan when they make decisions about developments in Brixham and the surrounding areas:
Neighbourhood Planning provides our community with the opportunity to manage development for the benefit of the community as a whole. Through our extensive consultation, we have seen the community of the Brixham Peninsula neighbourhood area – across the Town of Brixham and the villages of Churston Galmpton and Broadsands – express a desire for sensitive sustainable development which maintains our way of life and the characteristics of the neighbourhood that make it unique and special.
Our Neighbourhood Plan will be a guide for all developments that will regenerate and enhance, especially those areas that we wish to improve, whilst avoiding harm to what we value. We need to create jobs and affordable housing to ensure a more balanced community, reduce commuting, sustain our infrastructure and improve our health and wellbeing. We also have a clear duty to enhance our environment, protect our wildlife, preserve our open spaces and celebrate our heritage. We also need to ensure that developments are economically sustainable and that they will help our key industries prosper, especially fishing, tourism, agriculture and light industry.
Rather than the trend towards more second homes, our aim is to retain more of our young people so they stay living here rather than moving away for work. Young people need good jobs and decent homes, so employment and housing have been key priorities in the plan. Reducing the average age of the population and increasing levels of income will make the community more sustainable and vibrant and this plan recognises this
The Plan’s approval at referendum means that all applications for new building will have to acknowledge the policies created by the community.
Those community policies determine:
- Where new building can and can’t go
- How those new buildings should look
- What important Green Spaces are protected
- Boundaries to settlement sprawl – protection of countryside
The policies also have an important and direct bearing on:
- Environmental, transport and health issues in your neighbourhood
- The regeneration of Brixham Town Centre
- The survival and sustainable growth of Tourism, Fisheries, Agriculture and Local Business
- The supply of affordable housing for local residents
These are just the highlights of a comprehensive and sophisticated plan based entirely on in-depth consultation with your community.

The Brixham Peninsula Neighbourhood Plan will be out for consultation over 6 weeks from 28th January to 11th March. The Neighbourhood Plan team would very much like to know:
- whether you can support the plan; or if not
- what they can do to improve it so you can.
